WHY TOSIN?

In the countries of the world, the functioning of the city is governed by the Laws. The Laws are an instrument with which the peoples are equipped to define the rights and obligations of each of the members, to facilitate living together. It applies to everyone without distinction. If there is a common saying that “No one is supposed to ignore the law”, it must still be recognized that its provisions are generally only discovered by citizens when they are questioned for offenses committed. The ignorance of the latter cannot be justified, it should nevertheless be noted that it comes from a certain number of facts including the large number of Laws, their consistency in terms of number of pages, the insufficiency of popularization actions , the intellectual level of populations, indifference, etc.

In the absence of a mechanism allowing them to know the provisions of the Laws, citizens very quickly find themselves in violation. It is then up to them to find a lawyer to defend their case. The quality of the defense in this case will unfortunately be conditioned by the lawyer's level of knowledge and memory capacity. Justice cannot be fair if lawyers do not have all the legal information necessary to defend their clients.

To make our contribution to the reduction of offenses and to a better defense of citizens when the offense is committed, we have thought up the TOSSIN Project. TOSSIN is a rewriting of the expression Fongbé tò sέn in which the word “tò” means “country” and “sέn” means “Law”. TOSSIN therefore wants to be a project that offers citizens of the countries of the world, a more equitable access to justice by knowing their rights and duties.

The project materializes in a mobile application and software giving access to legal texts in text and audio. By legal texts, we mean Laws, Decrees, orders, international conventions, General Conditions of Use of popular digital platforms, etc. It also makes it possible to find the articles of the Laws which deal with a specific subject by Keyword Search, and raises awareness of their respect.
