Interpretation of Al-Baqarah 183 - 184

O you who believe, fasting is prescribed for you as it was prescribed for those before you so that you may be pious.

What is meant by 'believers' here are those who are Muslim, namely that obligations are imposed on those who embrace Islam. Meanwhile, those who do not embrace Islam, such as infidels, are not among those who are obliged to do fasting.
