The term polygamy in Arabic is called ta'addud az-zawjat or having more than one wife, regardless of the number. In KBBI, polygamy is defined as a marriage system in which one party owns or marries several members of the opposite sex at the same time.

From the KBBI definition, which is also in line with Islamic jurisprudence, a marriage in which there is more than one wife is called polygamy if it is carried out at the same time. That is, it is not called polygamy if someone is married to one wife, then they divorce or his wife dies, then the man or woman remarries a second wife or husband. This is because his second marriage is not tied to his first marriage. And so on like that.

So there are at least two elements that are most decisive in a polygamous marriage system, namely: (1) more than one and (2) at the same time.

Scholars agree that polygamy up to a maximum of 4 wives is something that is prescribed in Islam. In al-Mausu'ah al-Fiqhiyyah al-Kuwaitiyyah, it is stated:

Polygamy up to a maximum of 4 wives is a matter that is prescribed by law and is mentioned directly in the Qur'an.

It's just that, even though polygamy is a matter that is prescribed in Islam, it doesn't mean that it automatically becomes something that is recommended. The fiqh scholars stipulate that the law of polygamy as an original law ranges from mubah or khilaf of the hall. Mubah means something that is permissible to do. While the hall mistake means something that is permissible, but it is better not to do it.
