If the Quick Settings Tile is not working, try the Settings for an alternative method.

Can now set the floating Volume control to draggable with or without long pressing. To enable or disable the floating Volume control, long press on the app icon and then choose Settings from the pop-up menu.

Added support for languages other than English! Note these are Google translated, so might not be perfect ;-)
