1) Added minimal charge for travel in tariffs. The taximeter works as before, but in the check if the value of "initial + for time + mileage" is less than this minimum amount, then this param is taken. For waiting, services, discounts, the parameter does not affect.
2) Services with a flexible value. It is convenient to apply for paid parking or paid autobahns.
