You can place the widget by long pressing on a free space of your Homescreen. The Menu should open and you can press on "Widgets". Choose the Police Siren Widget and drag and drop it on your homescreen by long pressing on it.

Easy press the Blue Light Widget or the blue Light in app to turn on the Police Siren.
