Imam al Mawardi, whose full name is Abu al-Hasan Ali bin Muhammad bin Habib al-Mawardi al-Basri, was born in Basrah in 364 H. The other highest positions he held were supreme judge (Qadi al-Qudat) and advisor to the caliph.

Before becoming a fiqh expert and holding several state positions, Imam al Mawardi, who was raised by his parents who were experts in making rose water (al Mawardi), underwent various scientific education in the city of Basrah. Then, he continued his education to a higher level in the city of Baghdad. According to one history, he deepened his Islamic knowledge at the al Za'farani educational institution. It was in the city of Baghdad that he began to write down his various ideas and thoughts through various written works.

Several books written by scholars whose theology is of the Ahlu Sunnah wa al Jama'ah (Sunni) ideology, include Qawanin al-Wizarah (Guidelines for Appointing Ministers), Siyasah al-Mulk (Leadership Strategy for a Kingdom), Adab ad-Dunya wa ad-Din (Fiqh, Morals, Life, World Problems and Religion), al-Ahkam as-Sulthaniyyah (Constitutional Law), and many other books. Of his many works, the book al-Ahkam as-Sulthaniyyah is the most popular book and is widely studied both in Islamic boarding schools and in formal educational institutions such as universities.

Referring to the background of its writing, the book al-Ahkam as-Sulthaniyyah, which consists of 20 chapters, 37 articles, is most likely a written work commissioned by an official in the government of the Abbasid Caliph who was in power at that time. The motive for the request to write this political book was not only to provide political education to the public, but also to strengthen the existence of the Abbasid Caliphate.
