-Modified quiet time settings to work with "24 hour" clock mode appropriately (thanks Dr. Andres!)

-**Note for IceCreamSandwich phones**: there seems to be sound problems with this app (and many others too), where there is garbage at the end of tone playback. Am hoping Google with issue a fix. Until then, wont sound right on Galaxy Nexus etc phones.
