Lists and public institutions seeking contracts between 2007 and 2017

HBP functions:

- listing all public institutions across the country on a Google Map centered on the user's position

- for each institution to list all direct purchases, auctions and companies that worked institution

- for each company list all direct purchases, auctions and institutions that worked company

- display details of a contract, as stated in the official rapoarele

- correlations between institutions and companies

- search by name of institutions, companies, contracts (e.g. iPhone, hexyl pharma)

- Report unjustified contracts

- tops as relevant metrics (values, number of contracts, the number of complaints)

Initiative Romania considers that citizens have the right to receive public information, free of charge, in real time, in a format accessible, easy to understand and use, process, allowing citizens to have a correct knowledge and be able participate in making informed decisions in the interest of the community to which they belong.

Map public money on the need to provide users with a friendly interface as the procurement of Romania. So far, public contracts to analyze an institution / company, had taken large files in CSV format. We try a more focused proposal by ordinary citizens, but they facilitate the work and those who are experienced in the field. These major reports on data.gov.ro, CSV files, have been completed, corrected and built a relational database.

The mobile app uses geolocation functionality to show more precisely public institutions near the user's position.

7,946,406 are direct purchases, auctions 893 003, 13 731 public institutions and 72 897 companies in our database, describing public institutions between 2007 and 2017.

Our sources of data are data.gov.ro where published reports and Ministry of Finance. We derive quarterly reports, once published.
