Fixed an issue with slow internet and slower devices that prevented the camera grading from working.

Now automatically asks for needed permissions on program start for new and existing installs on Android 6.

Fixed for page loading progress bar not automatically hiding in some cases.

* Storage is used to download forms for printing
* Camera is used to scan forms
