Allows electricity user to pay bill.

Also user has opportunity:

● Receive electronically, post-paid electricity bills immediately after they are generated by the post-paid billing system, as well as frequent reminders of late payment of bills on their customer engagement devices.

● Receive consumption notifications, and for prepaid customers, low balance notification alerts on their customer engagement devices.

● Ability to pay for their post-paid electricity bills using various electronic payment instruments available to customer anytime anywhere.
