This service is part of system for storage and control of USSD messages.
Service itself is designed to capture USSD messages and send them to another application (which is free also) Balance Control.
After installation of this service, you should reboot your device.
And this was reason to create 2 applications - this way we will upgrade frequently GUI part, which do not require updates, and will upgrade this service very rare.
USSD messages are messages from operator to you. You can get your balance, check your free minutes, free SMS, left MB - depends of your operator.
Example:
Bulgaria, MTel - if you dial *101#, operator will return your Balance.
Bulgaria, Vivatel - if you dial *123#, operator will return your Balance.
Bulgaria, Globul - if you dial *123*1#, operator will return your Balance.
