Reworked the legal system: Anarchies now don't have Vipers anymore; they're rare in Feudals -- and become more frequent, the safer a system gets.
Fixed a texture bug that crashed the game in Galaxy 7.
Made a backup of more advanced commanders in case they are overwritten by autosave (so in short: Your savegames should be ok now. No more losses...)
