The Federal Law "On State Benefits to Citizens with Children" establishes a system of monthly and one-time state benefits in connection with the birth and upbringing of children, which provide guaranteed support for mothers and children. The federal law determines the categories of the population to which the law applies, the procedure for assigning and paying benefits, the procedure for indexing and recalculating the amount of benefits, based on the inflation rate predicted by the law.

The Federal Law "On State Benefits to Citizens with Children" defines the rights and obligations of recipients of state benefits, the duration of the payment of monthly benefits and the timing of granting benefits to citizens. Federal law obliges recipients of state child benefits to notify appointing authorities of changes in conditions affecting their appointment and payment.
