Federal Law "On Auditing" N 307-FZ

The adoption of the new Federal Law "On Auditing Activity" is due to the transition from licensing this activity to self-regulation in this area.

Licensing of auditing activities will be canceled from January 1, 2010. At the same time, mandatory membership of individual auditors and audit organizations in self-regulatory audit associations will be introduced. These associations will be entrusted with the functions of maintaining a register of auditors and audit organizations, improving the qualifications of auditors and monitoring the quality of the work of individual auditors and audit organizations. Thus, state regulation of audit activity will mainly be reduced to the development of state policy and legal regulation in this area, maintaining a state register of self-regulatory organizations of auditors, and analyzing the state of the audit services market in the Russian Federation.

Additional requirements are established for auditors and audit organizations (in particular, for the length of service in an audit organization, the presence of an impeccable business reputation, the authorized capital of audit organizations), designed to improve the quality of audit services and ensure the independence of auditors and audit organizations. In order to support small businesses, the requirements for the number of auditors in an audit organization have been reduced, individual auditors have been allowed to conduct a statutory audit.

A unified auditor's qualification certificate is being introduced, which will give auditors the right to conduct audits in any sectors of the economy.
