In late 1996, it emerged within the Federation of University Professionals of Salta (FEPUSA) concern that the professions which at that time did not have a proper pension system, could be grouped together and try to create a Pension Fund, covering several professions. This would cover a felt need because experience had been showing that banks operating in Salta and the rest of the country fully justified their creation.
